The Waterloo State Significant Precincts Project
Review Panel has met five times since February
2017. The most recent
meeting was in
April 2018.

The Project Review Panel consists of the City of Sydney’s
Director, City Planning Development
and Transport, the NSW
Government Architect or
his nominee, the Transport
for NSW nominee and the Executive Director Department of Planning
and
Environment. Staff
of Urban Growth Development
Corporation, Land and Housing Corporation,
Transport for New South
Wales, Department of Planning and Environment, NSW
Government Architect and the
City of Sydney attend to present, observe or
administer the meeting.

Working Group meetings that
Council staff have attended, including dates and the names of organisations that
were represented?

The State Significant Precinct Waterloo
Project Working
Group meets each fortnight commencing 19 December 2016.

The Project Working Group consists of
staff of the Department of Planning
and
Environment and
the City of Sydney. Staff of Urban
Growth Development Corporation, Land and Housing
Corporation, Transport for New South
Wales and the NSW Government Architect attend
by invitation.

A report on the
outcome of those meetings and Council’s
position on the proposed development?

The Project Working Group
and Project Review
Panel were formed at the invitation of the Department of Planning and Environment to
guide the review and
assessment tasks of the State
Significant Planning process. The process is administered by the Department
of Planning and Environment. The
City does not have a statutory right or role in
this process. The Project Working Group
prepared the Study Requirements
for the Waterloo
Housing Estate and Waterloo Metro Quarter State Significant Precincts.

The Project Review Panel confirmed the Study Requirements for the Waterloo Housing Estate
and Waterloo Metro Quarter
State Significant Precincts. The Studies are not complete and therefore the
planning controls have
not been developed to a state where
they are suitable for a statutory exhibition period. Council
has not as yet formed a position. Accepting the invitation
from the Department of Planning
and Environment to be
included in these two groups does
not substitute for,
or fetter Council’s views, or any submissions that need
to be made on the proposal.

When the Studies
are complete the Project Working Group
will prepare a Test of Adequacy
report for the Project Review Panel to confirm. Following this, the Department of Planning will decide whether it is appropriate for
the planning controls to be placed on exhibition. When approved for exhibition
there will be an opportunity to make submissions. The Project Working
Group will prepare an Assessment Report for the Project
Review Panel to confirm. The process in place means that the
Minister for Planning
has the authority to make
a new planning framework
on the recommendation of the Department of Planning and Environment and the NSW Government Architect. The recommendation will
be informed
by the
reports of the Project
Working Group
and
the Project Review
Panel. Again, the City staff’s involvement in this process does not affect the City’s independence to critically
assess the scheme exhibited by the Department
of Planning and Environment and to
make an independent submission to the exhibition
process.
