has formed the opinion pursuant to clause 6 of State Environmental Planning
Policy (Major Projects) 2005 (the SEPP) that the project is development
described in Schedule 3, Part 5, clause 5, of the SEPP, which states that
development with a capital investment value of more than $5 million on land
within the Redfern-Waterloo Authority Sites area identified on map 3 to this
schedule is development to which Part 3A of the Environmental Planning and
Assessment Act 1979 applies

the Archive of Approvals.
