BUILDING STANDARDS — MINIMUM REQUIREMENTS

  • 6.6m/capita for open space — more than double what is currently on offer
  • 50% of private sites to be landscaped
  • Floor Space Ratio of 2:1 no more than (the surrounding areas are 1:1)
  • Heights to Wilson Street no more than 3 storeys (including roof) up to 8
    storeys to the southern edge
  • Amenity
    standards of State Environmental Planning Policy 65 be adhered to with all units
    (the normal requirements for residential flat buildings).
  • one childcare centre and community space, not just a coffee shop
  • 30% of housing to meet affordable criteria — 1/3 rd. to be social
    housing
  • comprehensive
    traffic and parking study for the site, as asked for by the City of Sydney and
    in accord with the resolution of the 21 May 2012 public meeting, attended by
    200 people.

Baseline standards applied to other sites. Vic
Park, Green Square, Harold Park and Ashmore Estate in terms appropriate height,
density, open space, community facilities, traffic and parking must apply. This
would result in buildings of say 5 —8 storeys as at Harold Park, 35% open
space, a community space, childcare centre, adequate public and private open
space — 50% of the private residential landscaped, meeting SEPP 65 in terms of
amenity standards for the flats — solar access, light, ventilation, privacy, as
well as sound insulation (railway noise), access and parking.

The baseline technical studies to establish the
opportunities/constraints for this site have not been done, or they have been
buried, as they would demonstrate how bad the outcomes will be. There have been
numerous plans, master plans, concept plans, and token consultations done on
this site since 2001 — public submissions have been ignored. The so called NE
Concept Plan was signed off by the Department of Planning in camera with no
response to community issues, including the unanimous resolutions of the public
meeting on 21 May 2012. The City of Sydney’s requirements have also been
ignored.

POLITICAL MOTIVATION

This is public greed of the State, do not blame
the developers they will do what they can get away with. This neo-con
government wants to both fill its treasury and pretend to serve population
growth where it has least impact on their constituency — cherry picking, being
highly selective, avoiding the leafy suburbs. Planning should be consistent,
equitable, a level playing field, not in NSW.

There are many scenarios for Growth that are more equitable, greener,
with better amenity, cheaper, but the politics and greed get in the way.

WE NEED TO DEMAND THAT
NORMAL & LONG ESTABLISHED PLANNING STANDARDS AS LISTED ABOVE BE APPLIED TO
ALL DEVELOPMENT SITES. WE NEED TO RESOLVE TO MEET THE ABOVE STANDARDS
