Final two candidates shortlisted in Waterloo Estate
procurement –
The NSW Government is drawing closer to the appointment of a
renewal partner to deliver one of Australia’s largest social housing renewals
at the Waterloo Estate, with confirmation of the final shortlisted consortiums.
Following the conclusion of the second stage of the Request
for Proposal (RFP), two candidates have progressed to the final stage of
procurement.
This follows changes announced earlier this year that the
number of social and affordable homes in the first stage of development at
Waterloo South would be increased to 50% – an uplift of up to 500 homes.
The shortlisted consortiums include:
- Stockland
Development Pty Ltd / Link Wentworth Housing Limited / City West Housing
Pty Limited / Birribee Housing Limited - Lendlease
Development Pty Limited / St George Community Housing Limited

Michael Wheatley said the ideal renewal partner will collaborate with
government and the community to support residents through change and create a
vibrant and mixed inner-city community with a real sense of place.
“This is a long-term renewal project that will be delivered
over the next 30 years starting with the first stage at Waterloo South, so it’s
important we find a renewal partner who is capable and committed to support us
to optimise social housing, placemaking, community development and
sustainability outcomes within the Waterloo community,” Mr Wheatley said.
“There has been an incredibly high calibre of applicants
demonstrating the competitive interest in contributing to this monumental
social housing initiative.
“I’d like to congratulate those moving to the final round,
and thank Mirvac and Community Housing Limited, and Frasers Property and Bridge
Housing for their participation in our procurement thus far.
“Our commitment to increasing the proportion of social and
affordable homes in the Waterloo Estate is a significant step toward providing
more and better housing for our residents, and we look forward to working
closely with the successful consortium to make this vision a reality.”
The Waterloo Estate redevelopment is a major urban renewal
project that will enhance the strength and diversity of the community to
deliver a vibrant community with a mix of social, affordable and private
housing, as well as retail, community facilities and public open spaces.
LAHC expects to announce the successful consortium mid-2024.
