CarriageWorks brings Parking Changes to Darlington

Dear Resident of Darlington,

Potential change to your parking restrictions

Root Projects, on behalf of Arts NSW, has been managing the
renovation of Eveleigh historic railway CarriageWorks into a Contemporary Arts
Centre. CarriageWorks will focus on the development and presentation of
contemporary art. Activities will include workshops, training and, at times
public performances. Performances will occur both during the day and in the
evening. Daytime performances would typically start between 1:30 pm and 2:00
pm, and evening performances would start between 7:30 pm and 8:00 pm. Given the
nature of contemporary performance, these are expected to be relatively short
in duration. Audiences for the performances are forecast mainly to be drawn
from the surrounding community and the eastern suburbs. This exciting project
is to open in January next year.

Audiences and visitors will be encouraged to use public
transport. This will be noted on the CarriageWorks website, through promotional
materials and ticketing information. There will be 81 car parking spaces on
site, and directory signs will assist pedestrians and drivers in locating
direct and appropriate routes to the site. A new accessible pedestrian entrance
is being constructed opposite Codrington
Street, and vehicles parking at the Centre will
use the current entrance from Wilson
Street between Queen and Forbes Streets.

One condition of the City of Sydney’s development approval was that
CarriageWorks was to arrange for the extension of resident parking scheme hours
on nearby streets, if residents support this. The changes would have to conform
to the precinct guidelines and be implemented on a street by street basis. The
Council suggested that the scheme could be modified to “8:00 am to 10:00
pm Monday to Sunday, 1 hour (resident excepted)”. However, the proposed
change may also impact on the residents’ visitors, so we are having traffic
consultants Parsons Brinckerhoff carry out a survey of resident views before
finalising any changes.

The process to consider the parking scheme amendment is as
follows:

• Please
  read and complete the attached survey, which may be mailed back at no
  cost.
• If a
  reasonable majority of residents in a street respond that they would like
  to see their restrictions extended, a full parking survey will be
  conducted to measure the present use and capacity of on-street parking on
  that street.
• With
  the results of the resident feedback and surveys, CarriageWorks will apply
  to Council’s Traffic Committee for its ruling on the extension.
