This is an extract of a presentation made by Dr Paul Haber, Medical Director, Drug Health Services on behalf of Sydney and South West Sydney Local Health District to a community meeting on 30 October at Redfern Health Centre. Dr Haber states that the level of Hepatitus C is 10% higher in Redfern/Waterloo on average than either the national or state figures. His presentation also shows that Redfern/Waterloo has almost twice the HIV prevalance of NSW and more than twice the national prevalence. Dr Haber states that people living in Redfern/Waterloo accounted for 30% of all treatment/interventions provided by DHS within Sydney LHD. The file is 486KB PDF.
The Development Approval for the building of the Redfern Health Centre included approval for a Needle Dispensing Machine. In 2011-12 when Sydney and South West Sydney Local Health District started to talk about introducing the machine there was strong concern expressed by local businesses and neighbours about the proposal and the earlier approval. In late 2012 and early 2013 Area Health undertook some public meetings to discuss the issues with those interested below you will find material from Area Health setting out the case for such a facility at the Redfern Street front of the Health Centre.
The former court house is to remain at its existing building height and the old police station can be replaced with a maximum 3 to 6 storey building. The FSR for the whole site is 1.3:1 and the site is to be zoned as Business Zone – Local Centre. The combined site is to be a Community Health Centre.

As the decisions Transport NSW will make about the "Relief Line" will impact on Redfern, Eveleigh and Darlington we will still update this section of the website with information relevant to our area.
The public meeting on 5 July 2010 voted to establish a community group called "Friends of The Pines Estate Conservation Area (Known as 'Save Leamington Avenue'". The Meeting agreed to incorporate and adopted the aims below.
On 9 May 2011 Railcorp wrote to residents backing on to Ivery's Lane regarding their plan to move substations on North Eveleigh in line with the North Eveleigh Concept Plan and to renew the retaining wall along Ivery's Lane. This is a copy of letter sent to some owners along Ivery's Lane asking for their comment. RailCorp is both the proponent and the consent authority for this proposal.

Map 3 of the "Metropolitan Rail Expansion Program: Metro Pitt and Metro West indicative protection corridors in October 2005" shows where future rail infrastructure may be placed in relation to Redfern Waterloo. A SEPP was introduced in February 2006 to preserve two possible future underground routes within the City of Sydney from being effected by possible future development over the proposed routes. JUST two months after the NSW government spared the heritage suburbs of Pyrmont and Rozelle by dumping the CBD Metro, another historic precinct is under threat from another controversial transport plan reports Andrew West in the Sydney Morning Herald of 4 June 2010.
The unsigned leaflet below was distributed to residents in Leamington Avenue in early June 2010. It warned residents of State Government Plans which may lead to the resumption of land in Leamington Avenue at MacDonaldtown adjoining North Eveleigh. The text of the leaflet is below as is a copy of the map from a study in 2002 for RailCorp showing impacted properties. On June 4 Andrew West in the SMH ran a story "Rail tunnel plan threatens historic homes" on the issue.

In February 2011 a peoples planning project was started using North Eveleigh as a case study. The North Eveleigh Propositional aims to upend the typical process of city-making. The Propositional does not aim to find one perfect design, rather it seeks an accumulation of ideas, polished or rough, wild or pragmatic, heart-warming or spine-chilling, a permanently evolving catalogue of potential North Eveleighs. The maps that appears in the Preliminary Concept Plan have been reduced in size to make the document size electronically manageable. As a result the detail on the maps is blurred and the Colour in the Legend and the map do not match. We have pointed these problems out to the RWA and they have supplied us with a higher resolution version of the maps on pages 20 and 21 of their submission (NOTE PDF File is 4.7MB). Please note that the Preliminary Concept Plan is indicative of what the RWA were planning in January 2008 and their final Concept Plan which has to address the items raised in the Director Generals Requirements may differ from what is set out in this Preliminary Concept Plan.

A Major Project Application was lodged by the RWA in January 2008 with the Department of Planning for the Redevelopment for residential, commercial, retail and cultural uses of North Eveleigh. On March 13 2008 the Minister for Planning declared the proposal to be a major project under Part 3A of the Environmental Planning and Assessment Act 1979 and authorised a Concept Plan to be submitted. The Director-General’s Requirements were issued on 17th March 2008 and project was added to the public register on 7th April 2008. On May 1 2008 the Concept Plan went on Public Exhibition until June 12 2008. On 7th October 2008 the Department of Planning posted the RWA's response to the exhibition comments and the resulting proposed modifications in their Preferred project report. This document is a compilation of references on the RWA’s North Eveleigh Concept Plan referring to Affordable Housing. The list has been prepared by searching all documents for the term “affordable” in relation to housing. It includes the documents on exhibition as well as the Minister’s media statement, the RWA newsletter and the RWA evidence on affordable housing to the Inquiry into Indigenous Disadvantage. It is intended as an easy reference document for those with an interest in Affordable housing who do not have time to go through all the RWA documents associated with the North Eveleigh Concept Plan. It should be noted that the RWA Affordable Housing Contributions Plan 2006 avoided all questions about how affordable housing would be delivered by saying these would be handled in the Redfern-Waterloo Affordable Housing Program. No such programme has gone on exhibition or been released by the RWA and yet they are now making announcements which should be based on such a document. The letter below was sent on 24 May 2010 by REDWatch individually to local politicians urging "the state government and Sydney University enter into negotiations to overcome whatever non-financial obstacles exist to the sale of the North Eveleigh site to the University." The letter was sent to Kristina Keneally, Carmel Tebbutt, Ferity Firth, Tanya Plibersek and Clover Moore.
On 6 April 2009 Railcorp advertised for tenders for the "Demolition of Carriage Shop Extension and Stores Buildings (1-4) Including removal of Hazardous Materials at Eveleigh Rail Yards RFT ID 09/08027". On their tenders page it is advised that " RailCorp requires an experienced demolition Contractor for the Hazardous Materials removal and Demolition of Carriage Shop Extension and Stores Buildings (1-4) at North Eveleigh Rail Yards. Work involves the demolition and removal of the former Carriage Shop and Stores Buildings (1-4) to slab level and removal of all hazardous materials from the Site (including asbestos containing materials)." The following letter was put together by three residents involved in the walk around of the North Eveleigh site with Minister Sartor. This letter was sent by Bruce Lay to Minister Keneally in reaction to problems in the RWA's Prefered Project Report. The letter requests the Minister to establish an Independent Hearing and Assessment Panel to investigate the issues.

The RWA’s North Eveleigh Concept Plan Preferred Project Report of September 2008 includes a Heritage Interpretation which the Executive Summary describes in the following terms: “In addition to the existing requirements for heritage protection, the Statement of Commitments has been amended to require proponents to develop Interpretation Strategies in accordance with the Interpretation Strategy Guidelines specifically developed for the site. This letter was submitted by Robert Domm to the Sydney Morning Herald in response to the SMH's "Battle Stations for North Eveleigh" on August 2 and Brian Dunnett's letter "Ditching Eveleigh agreement robs the future by discounting the past". In the letter the RWA seeks to address "some of inaccurate commentary about rail heritage that is currently occurring".

The RWA Concept Plan for North Eveleigh has a number of components. It is not our Intention to put all documents on the REDWatch website. The documents should remain on the RWA or Department of Planning's Websites after exhibition for reference. REDWatch has downloaded these documents should they be required in the future.
This is a copy of the September 2006 "Preliminary Traffic and Transport Strategy for Draft Built Environment Plan (Stage 1)". In meeting with Parsons Brinckerhoff and the RWA to clarify traffic issues in the "Traffic and Transport Impact Assessment North Eveleigh Development" residents were advised that many of the issues raised had been dealt with in the BEP 1. The RWA subsequently made available a printed copy of the report which we have scanned and added an OCR overlay. A text PDF version of the report has been requested and if made available we will replace the scanned file with the original PDF. As this is an OCR version any text extracted from the report must be checked for errors against the underlying scanned copy before use. The BEP report contains figures for some of the key intersections and queue lengths which have not been included in the final report. Please note however that these are only indicative as the final report is based on later projections. REDWatch has requested that the traffic intersection movements for all intersections as well as the queue lengths from the new study be made available with the RWA promised Q&As not yet released. In January 2008 the Redfern Waterloo Authority submitted their Major Project Application for the Redevelopment for residential, commercial, retail and cultural uses of North Eveleigh. Transport for NSW (TfNSW) has released its Strategic Vision (PDF, 12.05 MB) to guide the renewal and redevelopment of the Redfern North Eveleigh Precinct. Exhibition has been extended until April 23 2021.
DPIE in collaboration with TfNSW, hosted a Place Design Forum in August 2020 to hear views from key stakeholders and community to inform preparation of a vision and any new or updated planning controls for the Redfern North Eveleigh precinct. The presentations and results are captured in the Outcomes Report of the Place Design Forum.

REDWatch has been involved in discussions about the redevelopment of North Eveleigh since 2004. You can find the history of this precinct up a level on this website. During August 2020 Transport for NSW undertook a Place Design Forum for Redfern North Eveleigh. This informed a Strategic Vision that was exhibited in April 2021 and informed the State Significant Applications. This section of the REDWatch website covers these activities.
With the demise of Urban Growth Development Corporation planning for the North Eveleigh site has moved to TRansport for NSW in conjunction with The Department of Planning, Industry and Environment (DPIE). DPIE say they are taking "a new approach to precinct planning which centres the planning system around people, places, public spaces and the environment. While the planning process for the Redfern North Eveleigh precinct will be led by the NSW Government due to its strategic importance, a key element of the new approach is close collaboration with local councils, stakeholders and the local community." Here we are gathering information about this planning process that publically started in August 2020.
The NSW Government released on 14 July its Green paper on the new Planning System, it is on exhibition until 14 September. The plan proposes greater up front community involvement in where development goes with less community input once these decisions have been made. Included in green paper are new Zonings including an Enterprise Zone with "very little, if any, development controls providing they do not result in any significant adverse environmental impacts". The Green Paper uses North Eveleigh as an example of where an Enterprise Zone could be established. REDWatch is concerned as the Department of Planning has previously recognised that traffic impacts from this site have a significant impact on the surrounding area. More details on the New Enterprise Zone is provided below.
Currently disused railway land between Wilson St and the railway line with the old Carriage Workshop renovated as a Contemporary Performing Arts facility in the middle of the site. This site has had many studies done across the entire site and this section contains that material. Within this site there are sub precincts for The Paint Shop, Carriageworks and the Clothing Store Precincts and where planning relates specifically to these precincts we have included this work under the different precincts. There are also issues relating specifically to the Chief Mechanical Engineers building and to the proposed connection across the rail line at Carriageworks that we have also given their own sections on the website.
