North Eveleigh Major Project Application by RWA 2008
In January 2008 the Redfern Waterloo Authority submitted their Major Project Application for the Redevelopment for residential, commercial, retail and cultural uses of North Eveleigh. On March 13 2008 the Minister for Planning declared the proposal to be a major project under Part 3A of the Environmental Planning and Assessment Act 1979.
The RWA’s North Eveleigh Concept Plan Preferred Project Report of September 2008 includes a Heritage Interpretation which the Executive Summary describes in the following terms: “In addition to the existing requirements for heritage protection, the Statement of Commitments has been amended to require proponents to develop Interpretation Strategies in accordance with the Interpretation Strategy Guidelines specifically developed for the site. This will ensure an integrated heritage interpretation which best reflects the site’s history.” The full text of the Heritage Interpretation Strategy is provided below.

The following letter was put together by three residents involved in the walk around of the North Eveleigh site with Minister Sartor. This letter was sent by Bruce Lay to Minister Keneally in reaction to problems in the RWA's Prefered Project Report. The letter requests the Minister to establish an Independent Hearing and Assessment Panel to investigate the issues.

On 6 April 2009 Railcorp advertised for tenders for the "Demolition of Carriage Shop Extension and Stores Buildings (1-4) Including removal of Hazardous Materials at Eveleigh Rail Yards RFT ID 09/08027". On their tenders page it is advised that " RailCorp requires an experienced demolition Contractor for the Hazardous Materials removal and Demolition of Carriage Shop Extension and Stores Buildings (1-4) at North Eveleigh Rail Yards. Work involves the demolition and removal of the former Carriage Shop and Stores Buildings (1-4) to slab level and removal of all hazardous materials from the Site (including asbestos containing materials)." This map shows the work proposed by RailCorp. The RWA has advised that a DA will be put on exhibition to obtain approval for the works proposed by the tender. File is MS Word 943kb.
The letter below was sent on 24 May 2010 by REDWatch individually to local politicians urging "the state government and Sydney University enter into negotiations to overcome whatever non-financial obstacles exist to the sale of the North Eveleigh site to the University." The letter was sent to Kristina Keneally, Carmel Tebbutt, Ferity Firth, Tanya Plibersek and Clover Moore.
This document is a compilation of references on the RWA’s North Eveleigh Concept Plan referring to Affordable Housing. The list has been prepared by searching all documents for the term “affordable” in relation to housing. It includes the documents on exhibition as well as the Minister’s media statement, the RWA newsletter and the RWA evidence on affordable housing to the Inquiry into Indigenous Disadvantage. It is intended as an easy reference document for those with an interest in Affordable housing who do not have time to go through all the RWA documents associated with the North Eveleigh Concept Plan. It should be noted that the RWA Affordable Housing Contributions Plan 2006 avoided all questions about how affordable housing would be delivered by saying these would be handled in the Redfern-Waterloo Affordable Housing Program. No such programme has gone on exhibition or been released by the RWA and yet they are now making announcements which should be based on such a document. A Major Project Application was lodged by the RWA in January 2008 with the Department of Planning for the Redevelopment for residential, commercial, retail and cultural uses of North Eveleigh. On March 13 2008 the Minister for Planning declared the proposal to be a major project under Part 3A of the Environmental Planning and Assessment Act 1979 and authorised a Concept Plan to be submitted. The Director-General’s Requirements were issued on 17th March 2008 and project was added to the public register on 7th April 2008. On May 1 2008 the Concept Plan went on Public Exhibition until June 12 2008. On 7th October 2008 the Department of Planning posted the RWA's response to the exhibition comments and the resulting proposed modifications in their Preferred project report. The Preferred Project report will now be assessed by the Department who will make a determination on the project. The details of the DoP listing and link to documents on 7th October is below:

The document includes the "Preliminary Heritage Assessment North Eveleigh Concept Plan for Redfern Waterloo Authority by Weir + Phillips December 2007" and a Statement of Site Suitability from WSP Environmental of November 2007. The maps that appears in the Preliminary Concept Plan have been reduced in size to make the document size electronically manageable. As a result the detail on the maps is blurred and the Colour in the Legend and the map do not match. We have pointed these problems out to the RWA and they have supplied us with a higher resolution version of the maps on pages 20 and 21 of their submission (NOTE PDF File is 4.7MB). Please note that the Preliminary Concept Plan is indicative of what the RWA were planning in January 2008 and their final Concept Plan which has to address the items raised in the Director Generals Requirements may differ from what is set out in this Preliminary Concept Plan.
